Resumen

VALENCIA HUERTA, Pilar  y  RAMOS RODRIGUEZ, Romina. CRITICAL ANALYSIS OF THE PROCESS OF EXTRAORDINARY MIGRATORY (DES) REGULARIZATION IN CHILE (2018-2019). Diálogo Andino [online]. 2021, n.66, pp.399-417. ISSN 0719-2681.  http://dx.doi.org/10.4067/S0719-26812021000300399.

The public institutions in charge of migration governance construct the notions of citizenship and those considered "non-citizens". From this perspective, the chilean administration has reconfigured its role. This reality is observed, for example, in the imple mentation of a series of policies carried out during 2018, which impose restrictive measures for the entry and stay of foreigners. Specifically, this work will focus particularly on the Extraordinary Immigration Regularization Process and its effects on the production of irregularity. All in all, the objective is to describe, from a qualitative and exploratory approach, the impact of these new measures on the regularity of migrants living in a border area located in the extreme north of Chile. Based on the foregoing, interviews with key informants and people who participated in the regularization process are analyzed. We conclude that, despite the positive recognition of the measure, its implementation was carried out with little information available, with problems for the communities by not allowing access to formal jobs and excessive delay in processing applications, which generated irregular immigration status and perpetuated precarious factors.

Palabras clave : Migration governance; irregularity; extraordinary regularization; Chile.
