The author analyzes the institutional bases, organization, jurisdiction and procedure before the Court of Public Procurement established in 2003 to meet the challenge action against any act or illegal or arbitrary omission occurring during the government contracting procedures, occurred between the approval of the terms of the respective tender and adjudication.
