The objective of this research study is to compare student and professor perceptions of information and communication technologies competencies at the Santo Tomas University (Colombia) and at the Autonomous University of Chihuahua (México). The study uses analytical, synthetic, theoretical, and deductive methods. This research study is applied, descriptive, non-experimental, and transversal and is conducted as a case study. The techniques applied are probabilistic sampling and surveys. The instrument is validated using Cronbach's Alpha value. The results show that there is satisfactory use of information and communication technologies tools and a positive perception by students and professors at both universities. It is concluded that universities need to implement learning processes that involve greater competencies in participatory and connective work through information and communication technologies that allow participation and facilitation in the construction of collaborative knowledge.
