This paper proposes criteria for the interpretation of an environmental permit. The authors explain in organic (who), procedural (how) and substantive (what) sense, the way this administrative act must be interpreted based on the text, context, and in a large administrative rules. The paper also addresses, from administrative law, solutions in order to give certainty to the provisions of these environmental decisions.
