This research into the design of website documents investigates how to empower the reader in knowing more by changing the original scroll structure into a modular compartmentalized structure, exploiting the possibilities of communication by screen. In an experiment two versions of a part of the Dutch Revenue Service's website were compared in a situation in which subjects had to collect information and answers concerning tax questions. The results showed that the compartmentalized version was judged as more comprehensible, more attractive and more concise than the website 'copied' from paper? However, the hypotheses on text performance and image change could not be confirmed. Possibly, this can be explained by the choice of the (highly educated) subjects and the fact that the governmental institution's image has already been established.
