The year 2011 was characterized as one of the most troubled years of the president Morales administration, due to the raise ofprice of the gas-oil or gasolinazo conflict, the defense of the TIPNIS' protected areas, and some other union's conflicts. For thefirst time in the history of Bolivia, elections for judges took place but the process had irregularities since its inception. All these events affected the government; nevertheless it had managed to maintain most of its union allies and was able to gain the support of the national private entrepreneurs to the National Plan.
