Within the constitutional changes in course in Venezuela (1998-2000), there have been important changes in the institutional framework of the government of the capital city of Caracas. The Metropolitan District is a new legal and formal addition as an intermediate level of government. In this paper the reasons and antecedents are presented, going through the coordination arrangements practised in the period 1989-1999. Finally, an evaluation is made of the qualitative contribution of the metropolitan mayor office adds to urban management in Caracas. It is concluded that the problems of metropolitan coordination are not yet solved, and that the Metropolitan District is -until now, a new hierarchy that brings little coordination capacity-. It is more an instrument in the intergovernmental struggle to gain political power in the city
