Endogenous development is a notion that explains the mechanics of capital accumulation under the conditions of increasing competition, such as those that characterize the globalization process. The paper argues that the productivity determinants are the difussion of innovation, the flexible organization of production, the agglomeration economies and institutional thickness. The Hanoi effect would propel the necessary sinergy between these processes and determine the rise of increasing returns. Endogenous development is an approach for action and local development policiy tools focus on these processes and help the cities and regions answer the challenges of globalization.
