The object of this paper is to propose a strategic formulation model which specifies the role of the entrepreneurial groups involved and the activities which they must carry out to achieve an effective formulation and strategic analysis to improve their competitive position. To achieve this qualitative study is considered, supported by Dubin’s methodology, to construct a theoretical model, and of the case study methodology for the empirical test of the model in the construction sector.
