Assessment of maintenance strategies is a key aspect in pavement management. Generally, it is based in network-based models, like HDM-4. However, for an accurate analysis of maintenance strategies project-based models can be better. This paper, propose an alternative model for assessing technically maintenance strategies. The model considers calibration of traffic models, IRI progression models and the effect f maintenance activities on the IRI. Calibrations were performed by using 2000 test section of asphalt pavements of the Chilean road network. Each test section was grouped considering weather, traffic level, traffic load levels and type of vehicles. An aggregated performance index was developed, that consider the effect of each strategies in the time-behavior of IRI. The model proposed permits to identify the better maintenance strategy considering pavement history data.
