FRUHLING, Hugo e GALLARDO, Roberto. Security programs aimed at neighborhoods, the recent Chilean experience. Revista INVI [online]. 2012, vol.27, n.74, pp. 149-185. ISSN 0718-8358. doi: 10.4067/S0718-83582012000100005.
Crime analysis has demonstrated the difficulties certain communities have to fit within the values, social and economic system. These organizational problems are characterized by the concentration of social disadvantage and low organizational capacities when it comes to regulating the behavior of people. This situation has led to the creation of specific programs aimed at controlling crime in socially disorganized neighborhoods where structural socio cultural conditions have triggered high delinquency rates. This paper analyzes public policies intended to reduce criminality and violence through intervention in specific neighborhoods in Chile, especially in Santiago. This paper reviews three programs: Comuna Segura, Barrio Seguro and Barrios en Paz.
