The article pretends to conclude if the system of government under the Venezuelan Constitution of 199, mainly the creation of Executive Vice President, helped to resolve or not, the institutional design problems attributed to the model of presidentialism under the Venezuelan Constitution of 1961. To do this, the paper identifies the design problems attributed to presidentialism under the Constitution of 1961 (Ch. 1), describes the characteristics of the system of government under the current Constitution of 1999, with emphasis on main system changes (Ch. 2), and finally, the article concludes whether the system of government under this Constitution, mainly the insertion of the Executive Vice President, resolved or not, the institutional design problems attributed to the model of presidentialism under the Constitution of 1961 (Ch. 3).
