The autor comments favourably upon a decision from the Contraloría General de la República (the Chilean Authority whose mission it is to review all legal documents arising from governement bodies) as regards to the granting of water rights by the Dirección General de Aguas (the Chilean Water Authority). The decision precises which are the grounds for refusal of such rights as wellas it clarifies the limited retroactivity of the recent Ley N o 20.017, which was enacted in 2005 and modifies the Chilean Water Code.
