Two of the most products of the development of the rule of law in modern Europe have been the concept of separation of powers and the gradual subjection of all public authorities to judicial supervision. These two phenomena have not been fully realized in Chile. In many cases, Chilean public agencies remain free of a complete judicial review by independent and impartial courts. This article analyzes the historic and legal causes of that situation and proposes new mechanisms to subject Chilean public agencies to the rule of law
