Abstract

This article both describes and explains the development of the Chilean congressional staff from 1834 to 1924 by using an institutional focus that highlights the impact of political context and earlier organizational decisions. It maintains that political liberalization and competitive politics had paramount importance for the long-term staff development. Likewise, it maintains that earlier organizational decisions about the staff narrowed somehow the organizational repertoire for would-be staff reformers later.
