This article analyses the attempt to implement a 'management by objectives' in higher education institutions both in Chile and Germany from a sociological perspective. The argument of the text is based on the distinction between organization and profession and the contrasts existing between them. Rationality assumptions contained in the management concept, the particular characteristics of the professional action in research and teaching are reviewed in detail, and some hypotheses regarding the way universities face internally this new way of management are made
