In 2008, for the first time in the political history of Paraguay, there was a substitution of political parties on government through peaceful and democratic means. Former bishop Temando Lugo won elections supported in an heterogeneus alliance, and assumed the presidency in a context of weak capacity state and without a consolidated governance framework.
