This monograph states a critical analysis of the Law Nº. 19.631 (of 1999), also called "Ley Bustos" in honor of its author the deceased Representative and Syndicate Director D. Manuel Bustos Huerta; the law, which established the null layoff because of social security debt. It is necessary to point out that these criticisms are presented in a judicial technical perspective and therefore, exclude the legislative political objective of said Law 19.631, tending to create a judicial instrument that would prevent or difficult not paying the social security debts.
