This paper examines the rationality, main topics, organization and advances of the Health Promotion public policy in Chile. According to the epidemiological and nutritional transition in Chile, the Ministry of Health changed the traditional maternal and childhood policies for new priorities based on cardiovascular diseases, cancer, injuries and mental health problems. The main conditioning factors for these health problems are food and nutrition, physical activity, tobacco, psycho-social, and environmental. To address these factors, a strategic plan with goals for the period 2000-2010 was established based on an inter-sector organization, the National Board for Health Promotion (VIDA CHILE), including 25 governmental organizations and decentralized to 12 Regions and 308 counties. Strategies were developed for each one of the conditioning factors and implemented at the local level in pre-school and school facilities, work places and municipalities. The main accomplishments of this policy have been a decentralized management model for health promotion with projects and programs working throughout the country towards goals to be fulfilled and a baseline based on a national survey carried out in November 2000. Some of the challenges for the future are to incorporate Health Promotion in all the health sector activities, to strengthen strategic links among all the governmental organizations involved in VIDA CHILE, and to overcome perceived dilemmas such as supposed antagonisms between health promotion and health prevention, scientific research and social sciences, or the public and private sectors
