This article concerns water usage and regional development in the Andean province of Tarapacá between the decades of 1880 and 1930. Various initiatives during this period were proposed and considered. Presented here is the vision of the Chilean state regarding the utilization of natural resources of the Tarapacá highlands, the positions and arguments of the community, and the potential impact that these projects had on mountain aquifers for Aymara communities
